Issue
Anti-social behaviour in the Night Time Economy of Bowness
Action
Increased number of patrols in the area. Use of a Multi-Agency Welfare Hub in the area with assistance from partner agencies. The hub is a new concept to try and help safeguard people identified as vulnerable within the night time economy. Due to funding considerations this will be a targeted process and utilised in busier periods. We have supported the Town Council with the use of the Street Support Officers provided through funding by Tactical Support Options through the summer months. These measures have seen a downturn in ASB in this area and the work continues.
This remains an issues for the residents of the area and we continue to work to reduce this. Bowness is a tourist destination and large numbers of people do visit this area and many frequent the nighttime economy area to enjoy the food/drink provided by the local establishments. We continue to work with the Town Council and other agencies to help address this. The Welfare Hub has been in operation at identified dates/events and has received excellent feedback. The hub is there to try and help safeguard people identified as vulnerable within the nighttime economy.
Operation Regulate has been relaunched across the whole of Westmorland and Furness areas and this sees dedicated patrols placed into designated locations to provide a heightened police presence. These patrols should be on foot to better engage with the public and visit the licenced premises and offer support to the door staff.
Issue
Speeding - Lake Road Bowness & Broadgate Grasmere
Action
We have been approached by residents regarding concerns about speeding in the above areas. The first steps are to gather data to get a true picture of the speeds involved. We will liaise with partner agencies for any data they may hold and review this. If the data is outdated, then we will look to gather more recent information by way of speed indicator devices or traffic data units. We will look at a data point called the 85th Percentile, if this exceeds the speed limit then further action will be considered. At this time we are in the data gathering period.
In the last week of January we placed Traffic data units on Lake Road and The Promenade Bowness. The 85th percentile for Lake Road is 28mph so within the 30mph speed limit. The 85th percentile on The Promenade was 31mph so just over the 30mph limit. These speeds are within the Guidance on prosecution from the National Police Chief’s Council (NPCC). NPT will look to do some ad hoc enforcement activity in due course.
